Research and study centers in our contemporary world represent tangible evidence of the development of knowledge in any country. These institutions, with their high-quality knowledge product and advanced human skills, have become a knowledge reservoir that cannot be neglected or ignored, especially those centers concerned with strategic studies; since they are in direct contact with the decision-making environment – people and issues – and provide them with multiple options for making wise decisions, after taking all possibilities into account. Therefore, you find every influential decision-maker in today’s world with a select group of consultants working in these centers.
In our Iraq, which is plagued by challenges and where various interests and policies intersect on its land, complicating matters for its decision-maker, it is very useful for research and study centers to have an influential role in this environment; to help decision-makers follow the best options and develop the most appropriate policies to achieve the highest national interests. Believing in this mission entrusted to research centers, the Iraqi Ministry of Higher Education and Scientific Research has established a large number of research centers and units within its formations and in various purely human and scientific specializations, including the Center for Strategic Studies at the University of Karbala, which was established in 2012 to be a center concerned with strategic studies. The University of Karbala has worked to provide the necessary requirements for it in terms of human cadres and material requirements. During the short period since its establishment until the present time, the center has carried out many research activities included in its various programs, such as holding scientific seminars, discussion groups, research workshops, forming research teams, scientific conferences (national and international), writing analytical articles on many local, regional and international issues, in addition to providing scientific consultations to the federal government and the local Karbala government, and preparing scientific research in accordance with the controls and instructions of the Ministry of Higher Education and Scientific Research. Through its various activities, the center has achieved a good echo in various circles inside and outside Iraq, and its research staff has been able to hone many of its skills while working. The center has an ambitious vision for the future that aims to make it a leading center for strategic analysis and research skills at the local, regional and international levels, and to enter into effective partnerships with similar institutions inside and outside Iraq. This vision is shared by the administration with all the research and administrative cadres working in it. The path to achieving this vision is not easy, but it is not impossible as long as the center is supported by a ministry determined to raise the level of Iraqi higher education institutions, and a conscious administration in the presidency of the University of Karbala that desires for the university to obtain advanced ranks in international accreditation for all its educational and research formations.
